The Symposium

On 9 April 2019, the Governments of the Hong Kong Special Administrative Region, Guangdong Province, and the Macao Special Administrative Region will jointly organize a full day Symposium on the Guangdong-Hong Kong-Macao Bay Area (Bay Area) at the Imperial Hotel, Tokyo.

The Symposium aims to highlight the important position and role of the Bay Area for China’s economic development and opening up, and as an ideal base for Japanese companies to access business opportunities in China. The afternoon session of the Symposium will have a concurrent panel discussions on Innovation and Technology and Smart Health, the two important industries with great business development potential in the Bay Area.

This will be the first overseas Symposium after the release of the Outline Development Plan for the Bay Area to speak on the attractivity and benefits of the Bay Area with joint attendance of leading government officials from all three places. The leading Government representatives include the Chief Executive of the Hong Kong Special Administrative Region, Mrs Carrie Lam Cheng Yuet-ngor, the Governor of the People’s Government of Guangdong Province, Mr Ma Xingrui, as well as the Director of the Policy Research and Regional Development Bureau of the Government of the Macao Special Administrative Region, Mr Mi Jian. Additional speakers from prominent companies with presence in Japan and the Bay Area will share valuable experiences to highlight the advantages, opportunities and importance of collaboration between the two.

The Bay Area is an excellent gateway to business in the region and the Mainland, seize this opportunity to get insights and first-hand feedback on the evolution of the Bay Area and what it has to offer.

Approximately 500 senior Japanese business leaders and executives are expected to attend.

The Development of the
Guangdong-Hong Kong-Macao Greater Bay Area

The Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area) consists of the Hong Kong Special Administrative Region, the Macao Special Administrative Region as well as the municipalities of Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing in Guangdong Province, covering a total area of 56 000 square kilometres with a combined population of approximately 70 million at the end of 2017. As one of the most open and economically vibrant regions in China, the Greater Bay Area plays a significant strategic role in the overall development of China.

The objectives of the development of the Greater Bay Area are to further deepen cooperation amongst Guangdong, Hong Kong and Macao, fully leverage the composite advantages of the three places, facilitate in-depth integration within the region, and promote coordinated regional economic development, with a view to developing an international first-class bay area ideal for living, working and travelling.

Mrs Carrie Lam, GBM, GBS

Mrs Carrie Lam joined the Administrative Service of the Hong Kong Government in August 1980 and rose to the rank of Administrative Officer Staff Grade A1 in September 2006. She became a Principal Official on July 1, 2007 when she was appointed Secretary for Development. She was appointed Chief Secretary for Administration on July 1, 2012.

Mrs Lam has served the public for more than 36 years in 20 public service positions including Director of Social Welfare, Permanent Secretary for Housing, Planning and Lands (Planning and Lands), Director-General of the Hong Kong Economic and Trade Office in London, Permanent Secretary for Home Affairs, Secretary for Development and Chief Secretary for Administration.

Mrs Lam was elected as the Fifth-Term Chief Executive of the Hong Kong Special Administrative Region on March 26, 2017, and was officially appointed to this position by the Central People’s Government on March 31, 2017 to assume office on July 1, 2017.

Mrs Lam is married and has two sons.

Dr. Ma Xingrui, born in October 1959, is currently a member of the 19th Central Committee of the Communist Party of China, a deputy to the 12th session of the National People’s Congress, Deputy Party Secretary of the CPC Guangdong Committee and Governor of Guangdong Province.

In 1988, Mr. Ma graduated with a doctoral degree in general mechanics from the Harbin Institute of Technology (HIT).
Before that, he received a bachelor’s degree in engineering mechanics in 1982 and a master’s degree in general mechanics in 1985.
From 1988 to 1996, Mr. Ma worked in HIT, successively serving as Lecturer, Associate Professor, Professor, Deputy Dean, Dean and the Vice President of HIT.

In 1996, he became Vice Chairman of Chinese Academy of Space Technology.
From 1999 to 2007, he served as Deputy General Manager of China Aerospace Science and Technology Corporation. In July 2007, he became a member of International Academy of Astronautics.
Starting from August 2007, he became the General Manager of China Aerospace Science and Technology Corporation.
In March 2013, he was appointed Vice Minister of Industry and Information Technology, Administrator of National Space Administration, Chairman of Atomic Energy Authority, and Director General of State Administration of Science, Technology, and Industry for National Defence.

In November 2013, Mr. Ma was elected as Deputy Party Secretary of the CPC Guangdong Committee.
In March 2015, he was elected as Party Secretary of CPC Shenzhen Committee.
In 2016, he became Vice Governor and Acting Governor of Guangdong Province, and in 2017, Governor of Guangdong Province.

Professor of Law, Bachelor of History, Master of Law, Honorary Doctor of Law, University of Freiburg, Germany.
In 1984, he taught in China University of Political Science and Law.
In 1992, he was promoted to an associate professor.
In 1995, he was promoted to a full professor.
From 1988 to 1990, he went to the Max Planck Institute for Foreign Law and Private International Law in Hamburg, Germany, and the Italian University of Rome to study and give lectures.
In 1991-1995, he accepted the invitation of the Macao government and participated in the localization of Macao law.
In 2005, he was awarded the first Sino-German Friendship Award by the German Ambassador.
In 2006, he was invited as the first foreign professor at the Asian Studies Center of the University of Frankfurt, Germany. Also he was the former Dean of the School of Law of the Macau University of Science and Technology.
In 2010, he was appointed by the Chief Executive to prepare for the Policy Research Office of the Macao Special Administrative Region Government.
In 2011-2018, he served as the Research Director of the Policy Research Office of the Macao Special Administrative Region Government.
He is currently the Director of the Policy Research and Regional Development Bureau of the Macao Special Administrative Region Government.

Dr. Jonathan Koon-shum Choi is Chairman of the Hong Kong-based Sunwah Group, Chairman of the Toronto-listed Sunwah International Limited, Chairman of the Hong Kong-listed Sunwah Kingsway Capital Group and Chairman of VinaCapital Group of Vietnam. Established in 1957, Sunwah’s business now covers eight principal areas: Seafood & Foodstuff, Real Estate, Financial Services, Technology, Infrastructure, Media, Education & Training and Green Technology. In 2019, he received the Macao SAR Government Medal of Merit in Education and the ‘Friend of Diplomacy’ Award by the Ministry of Foreign Affairs of PRC.

Graduated from the University of Hong Kong, Mr Yuen joined the Administrative Service of the then Hong Kong Government back in 1985. He has served in over ten different policy bureaux and departments including the Housing Department, the former Air Services Negotiation Unit of the Economic Services Branch, the Hong Kong Economic and Trade Office in Washington DC, the Financial Services and the Treasury Bureau, the Development Bureau, the Beijing Office and the Government Property Agency.

He was the Government Property Administrator for three years from 2015 and became the head of the Greater Bay Area Office of the Constitution and Mainland Affairs Bureau since January 2019.

Jim LAI is currently Vice President of Tencent and Head of Tencent Financial Technology (FiT). At the same time, LAI is a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development of Hong Kong and the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference. LAI actively fosters the development of Financial Technology, especially mobile payments and smart cities in the Guangdong, Hong Kong, Macao Bay Area.

LAI oversees the Tencent FiT that provides convenient and safe mobile payments as well as financial and wealth management services. At the same time, the team enables business partners to increase transaction volumes and acquire more users. As of May 2016, the average number of daily transactions on WeChat Pay and QQ Wallet combined exceeded 600 million. In 2018, the number of Tencent Li Cai Tong Fund users exceeded 150 million, with the fund’s inventory reaching over 480 billion Yuan. As of today, Tencent FiT’s mobile payment and financial application products have connected with over 200 financial institutions, and are integrated with more than 1.5 million retailer users.

As the most noteworthy achievement, WeChat Red Packet and QQ Red Packet gained large popularity in China. In parallel, LAI proactively propelled Tencent’s innovation in blockchain technology and credit checking using big data, contributing significantly to Tencent’s leadership position in financial technology. Moreover, under LAI’s leadership, the team has initiated and developed WeChat Pay HK, which plays an important role in promoting financial technology in Hong Kong and the talent exchange between Hong Kong and Mainland China. The achievement of LAI and his team has attracted extensive attention from the banking industry in Asia- Pacific. In June 2017, Tencent was awarded "Best Innovation Centre by Non- Financial Institution in China", and LAI was awarded "The Asian Banker Innovation Leadership Achievement for China Award" by The Asian Banker. Besides, LAI won the highly acclaimed award, “2017 Global FinTech Pioneer”, from the International Monetary Institute (IMI) and Global People.

LAI holds both a bachelor’s degree in science and a master’s degree in economics from MIT, as well as an MBA degree from Harvard Business School. Prior to joining Tencent, LAI assumed investment manager positions with Apax Partners PE in the UK and Lehman Brother’s Investment Bank in the US, and serve as associate vice president at Credit Suisse First Boston Investment Bank.

Mr. CHEN Yuehua was born in Oct. 1963. He started to work in July 1985 with Master of Arts. He is the Deputy Director General of the Department of Commerce of Guangdong Province.

Mr. CHEN Yuehua has been engaging in foreign trade and economy work for about 34 years.
He once got enrolled by the former Foreign Trade and Economic Ministry to train in the European Union headquarters.
He was once appointed by the Provincial Party Committee Organization Department to train in California State University and got the UCLA Master Degree of Urbanization and Globalization.
He also served as the Chinese Affairs Representative in Hong Kong Trade Development Council and devoted himself into promoting the innovation and development in the foreign investment attraction of Guangdong Province.
He took the post as the Deputy Director General of the Department of Commerce of Guangdong Province in August 2012.

Dr. Li, Yi, the founder of Appotronics Corporation Limited, He received the Bachelor degree from Tsinghua University and the Ph.D. degree from the University of Rochester. He invented the phosphor laser display technology, known as ALPD® technology, and applied the patent in USA in 2007, which built up the foundation of the most widely used laser display technology in the recent years. This technology soon became the first mass produced and widely adopted laser display technology worldwide. With the success of ALPD® technology, Dr. Li helped China to build up the leading position in laser display industry in the world.

Dr. Li, Yi is the expert in the domain of laser. With an outstanding innovation ability, As an inventor, he has filed 1329 applications,and 475 patents have been granted. Dr. Li, Yi led his team to launch the world's first 100-inch laser TV in 2013 and won the award of "Best of CES 2013: The Product of Future", achieving a legend of "Created in China, Made in Global". Then they continued forging their path in the cinema display area, which is considered to be most challenging part in the display field. They cooperated with China Film Group (CFG) to launch the China Giant Screen (CGS) technology based on ALPD® technology, covering more than 50% of the laser cinema market with the biggest absolute market share. Under Dr. Li’s lead, his team won the 2014 National Key Product Certification and the first place of the First Prize of Science and Technology in China Film and Television Technology Society.

Led by Dr. Li, Appotronics comes into the trend of fast expansion and becomes the global leader in laser light source industry.

Jeff Shi manages SenseTime’s various business lines in the Asia Pacific region as President of APAC Business Group, leading several strategic initiatives across the region.
In addition, Mr. Shi also serves as Vice President of Strategy of SenseTime Group, overseeing SenseTime’s overall strategic planning of longer term goals.

Previously, Mr. Shi worked in Corporate Strategy and M&A functions at the respective world headquarters of United Technologies Corp in the United States., Midea and China Resources in China, and NEC Corp in Japan.

Prior to joining SenseTime in 2018, Jeff served as Vice President of Strategy, Asia Pacific at Johnson Controls.

Jeff holds degrees from University of International Business and Economics in China, Kyoto University in Japan, and University of Rochester in the United States.

Ma Chi Ngai, Frederico (Fred Ma) was born in 1973, graduated from University of Toronto, Canada, majored in Computer Engineering, Master of Business Administration in Tsinghua University, Beijing and PhD of Economics in Chinese Academy of Social Science (CASS).
He used to be the Vice Chairman of All-China Youth Federation, the Life President of Macau Youth Federation.
Fred Ma also took the post of President of the Science and Technology Development Fund of Macao Special Administrative Region, a member of University of Macau - University Council and Vice-Chairman of Shareholders of Macao Science Center Limited in 2014. Since 2017, he has been appointed as the public officers, such as the Coordinator of Smart City Specialised Committee of Macao Special Administrative Region.

Seng-Pan U (Ben) received the dual Ph.D. (Hons.) degrees from the University of Macau (UM) and the Instituto Superior Técnico (IST), Portugal in 2002 and 2004 respectively. Prof. U has been with UM since 1994, where he is currently Deputy Director of State-Key Laboratory of Analog & Mixed-Signal (AMS) VLSI, and Visiting Professor of Faculty of Science & Technology (FST). In 2001, Prof. U co-founded the Chipidea Microelectronics (Macau), Ltd. currently as Synopsys Macau Ltd. He is now the corporate R&D director and site general manager.

Prof. U has co-authored more than 200 publications, 5 books, he also co-holds 13 US patents. He received 30+ research & academic/teaching awards and is co-recipient of the ISSCC 2017 Takuo Sugano Award and ESSCIRC 2014 Best Paper Award. He is also the Advisor for 30+ various student research award recipients. As the Macau founding Chairman, he received the 2012 IEEE SSCS Outstanding Chapter Award. Both at the 1st time from Macau, he received the Science & Technology (S&T) Innovation Award of Ho Leung Ho Lee Foundation in 2010, and also The National State S&T Progress Award in 2011. He also received consecutively 8 S&T awards in the biennial Macau S&T Awards from 2012-2018, and Research Achievement Gold Award and Enterprise Innovation Award in the first Business Award of Macau in 2013. In recognition of his contribution in academic research & industrial development, he was awarded by Macau SAR government the Honorary Title of Value in 2010. He was also elected as the “Scientific Chinese of the Year 2012”.

Prof. U is currently IEEE Fellow, Vice Council President of China Semiconductor Industry Association IC Design Branch (CSIA-ICCAD), Council Co-President of Guangdong-HK-Macao Greater Bay Area Semiconductor Industry Alliance, Founder & Council President of Macau Association of Microelectronics, President of Macao Industry-University-Research Institute Collaboration Association. He was IEEE SSCS Distinguished Lecturer (2014-2015), A-SSCC 2013, ISSCC 2018 and ISCAS 2018 Tutorial Speaker. He is currently TPC of ISSCC, Sub-Committee Chair (Data Converters) of A-SSCC (2016-2018), the Analog Sub-Committee Chair of VLSI-DAT and Editorial Board member of the Journal AICSP.

As the General Manager of the Automotive Sales Department to introduce the new technology of semiconductors, electronic components and electronic materials.

April 2016 – Took the current position till now
In the same year, was concurrently assigned as the General Manager of Hot-Line (H.K.),
In 2017, took the concurrent position as the Chairman of East Asia Region in TOYOTA TSUSHO NEXTY ELECTRONICS.

Currently working on proposals for practical application of the optimization technology for the mobility service providers, and the development of the optimization logistics solutions for The Greater Bay Area with the start-up company in Hong Kong Science Park.

Ma has more than two decades of experience in global healthtech.
His industry expertise from project management and application consulting to digital transformation.
He is a subject-matter expert in Picture Archiving and Communication System (PACS).
Ma co-worked with Healthcare Information and Management Systems Society (HIMSS) APAC to create the first medical content management blueprint for Electronic Medical Record Adoption Model (EMRAM).
The health cloud initiative, Hitachi Cloud Services Connection – Healthcare, was awarded by Frost & Sullivan for the Southeast Asia Medical Imaging Informatics Growth Strategy Leadership Award.

Ma graduated with a Master of Science degree in Information Technology and is an alumni of International Institute of Management Development (IMD).

Ms Chan Hoi Fan

Ms Chan Hoi Fan was born in Guangzhou in December 1964.
She obtained a Bachelor’s degree in Law from Sun Yat-sen University in 1986, studied Portuguese and law at the University of Lisbon in Portugal from 1990 to 1992, and received a Master’s degree in Criminal Law from Renmin University of China in 2000.

Ms Chan served as a legal advisor of the Education and Youth Affairs Bureau in 1993; the Head of the Division of Criminal Record under the Identification Services Bureau from 1994 to 1998; and the Deputy Director of the Identification Services Bureau from 1998 to 2010.
From 2007 to 2014, she was the Coordinator of the Office for Personal Data Protection.

Ms Chan was the chairperson of the Female Civil Servants Association (Associação das Funcionárias Públicas de Macau) from 1999 to 2007, and the Director of the Alumni Association of Macao Academy Education Fund Society from 1992 to 1994.
